Hawk was a minor government official for an undetermined South American country who favored military force in order to carry out foreign policy. When Hawk demonstrated his aggression and combative attitude by throwing a visiting ambassador out a fourth-story window, he was quickly imprisoned to make amends to the offended nation. They, in turn, stepped down on their poised army of superior numbers ready to strike for the death of their ambassador.
Hawk caught the attention of Snake in prison and when they both had a chance to escape, they took it. After Snake created The Bad Guys, Hawk joined and began to trade arms and peddled goods aggressively to the highest bidder. Like a bird of prey, his favorite tactics are what Hawk terms "swoop and strike" maneuvers. Hawk has become adept at preying on others by seizing arms from competitors and then selling them at cut-rate prices to the intended buyer.
