Dial-Tone built his own crystal set when he was ten.  By fourteen he was part of a CB net, and had his own ham station by the time he was sixteen.  Dial-Tone made all of his own equipment, buying parts with quarters earned bagging groceries.  He saw the Army as a means of furthering his education in his chosen field and quickly found that instead of a stepping stone, it was a goal itself.  Manning a radio in the field wasn't just passing time, it was a job with a purpose.

Dial-Tone served as a telecommunications expert for years before volunteering for duty with the G.I. Joe team in 1986.  In that same year, Dial-Tone was tapped as the communications specialist for Special Mission: Brazil*.  Dial-Tone was then stationed in the United Kingdom as an Action Force member from 1987 to 1990, when he was reassigned state-side as the unofficial electronics repairman for the experimental Sonic Fighters.  In 1992, Dial-Tone was stationed in China as a regular member of the G.I. Joe team until 1994.  In 1994, he joined the Battle Corps back in the United States until G.I. Joe was disbanded that same year.

After G.I. Joe’s reinstatement, Dial-Tone (with the Battle Corps), Dodger, Lifeline (with Tiger Force), and Tunnel Rat (with Sonic Fighters/Tiger Force), along with the paramilitary operative Street Hawk, were deployed to India in 1998 and 1999.  In those brief two years, Dial-Tone encountered key Cobra operatives such as Big Boa and troop types such as the Eel.  Dial-Tone was once more stationed back in the U.S. in 2000 and in 2003, and joined Tiger Force in an effort to hunt down a hidden network of power bases for Cobra that would simultaneously attack key cities around the world.

An expert electronics repairman, he also holds the record for setting up a mobile satellite transmitter under battlefield conditions in less than three minutes.  Dial-Tone's main responsibility is to stay in touch with the H.Q. and get the team to the correct extraction site.

He can tune in on enemy transmitter frequencies, locate their coordinates, then attack with pinpoint accuracy.  He is also very dedicated to his G.I. Joe team members.  He stays in constant contact with them to make sure no one gets lost behind enemy lines.

*Special Mission: Brazil, an operation lead by Covert Operations Officer Claymore in which he selected Dial-Tone, Leatherneck, Mainframe, and Wet-Suit to infiltrate the Cobra-infested jungles of Brazil.  The objective was to retrieve an important military satellite concealed deep within Cobra territory.
