Lifeline started out as a paramedic for the Seattle Fire Department.  After five years on the job, he discovered that Emergency Medical Service (EMS) personnel who were disabled during giving aid off-duty were not eligible for pensions.  Since in Lifeline's opinion, EMS personnel were never off-duty, he decided to enlist as an Army corpsman to make his status permanent.

Lifeline has served with the G.I. Joe team since 1986.  From 1988 to 1991, Lifeline served as medic to the Tiger Force special operations team.  Afterwards, Lifeline rejoined the regular ranks of G.I. Joe.  Oddly, from 1991 until 1994, Lifeline eschewed carrying any personal armaments, including a standard issue sidearm.  Psychological profiles during this time indicate that Lifeline had attempted to become a fully practicing pacifist in a military role.  While he would not speak of any specific events, it is believed that during his tour of duty in Tiger Force, he consciously made this decision.  Records of Tiger Force missions from 1988 to 1991 do not indicate any abnormal combat or non-combat events that may have triggered this decision.

Lifeline was deployed with G.I. Joe in 1994, shortly before it was decommissioned.  He did rejoin G.I. Joe after its re-instatement in 1997, serving in India with Dial-Tone, Dodger, Tunnel Rat (with Sonic Fighters/Tiger Force), and the para-military vigilante Street Hawk.  There, Lifeline encountered key Cobra operatives such as Big Boa and troop types such as Eels.  In 2001, Edwin Steen retired from active service with G.I. Joe.  In 2002, Greg Scott joined G.I. Joe in United States and was assigned the code name of Lifeline.
