They keep Cobra high command updated by sending coded signals transmitted in compressed "flash" format to avoid radio-triangulation detection. The objective: Downgrade the tactical abilities of the G.I. Joe team by harassment and espionage.
The Ringneck is based on the Engesa EE-9 Cascavel [Rattlesnake] armored reconnaissance vehicle.
