     Ninja was a member of Japanese mercenary agents who were trained in the martial arts and hired for covert operations such as assassination and sabotage.  On the surface, his background resembles the Cobra operative Storm Shadow's, but the two are very different.  After learning his skills, Ninja went to work for the Japanese government where he could be the hunter and get paid, rather than the hunted and looking for pay.  When Phoenix requested the Japanese government's cooperation in creating X-Troop, Ninja was volunteered.
