The Septic Tank is Cobra's experimental augmentation of the H.I.S.S. to function as a high-speed, mobile chemical weapon. By utilizing the base chassis for the H.I.S.S. and altering the 90mm twin cannons to a compressor that fires toxic sludge, Cobra has been able to take chemical warfare to the ground with tactical accuracy. G.I. Joe operatives such as Airtight have reported that the toxic waste utilized by the Septic Tank is highly concentrated and operatives should be properly protected if attempting to combat a Septic Tank.
Chemical warfare does not support occupation and aggressive tactics in contaminated areas. Due to this fact, chemical weapons can only be used in areas Cobra does not find vital to its operations, limiting the effectiveness of the Septic Tank, particularly in urban operations. Toxo-Viper troops provide another mobile alternative that can be directed in similar precision strikes of the Septic Tank and at a fraction of a cost to Cobra's infrastructure.
The Septic Tank was not colored for realistic combat usage, indicating that it was most likely an experimental weapon. The Septic Tank's discontinuation of deployment in 1992 strongly supports this supposition. In 2003, however, the deployment of a new type of chemical warfare trooper in Cobra's ranks - the Heavy Water - has shown that Cobra is reintroducing chemical warfare into its battle plans. With the H.I.S.S. V currently functioning as Cobra's armored troop transport, it is presumed the Septic Tank however has still not resumed service for Cobra.
