Originally, Cobra's first maritime craft was the Moccasin, the foil to the G.I. Joes' Killer W.H.A.L.E. Later military watercraft deployed in Cobra's arsenal were the Moray Hydrofoil, Night Landing, Battle Barge, B.U.G.G., and 1990 also revealed Cobra's Hammerhead armored submersible.
The Piranha serves the same function for Cobra as small, high-speed watercraft do in many armies: quick, hit and run tactics. Also, the boat can function as a singly-manned patrol boat with a good degree of firepower. The Piranha is a compact, easily stored, easily deployed, and maneuverable attack speedboat designed to rush into an enemy target.
The USS Cole bombing is a historical, well-known example of what a small attack boat can do to a vessel of any size. A small fleet of Piranhas can swarm a military target in a spread-out formation, drop offensive payload within attack distance, and retreat at high speeds. In this kind of attack, preparation is difficult for a successful defense to neutralize all of the enemy before damage is sustained. This type of scenario favors Cobra as
they will not suffer the casualty rate and resource loss that the intended target will as long as a fraction of the attackers are successful. For each Piranha that is incapacitated or sunk, they've lost a single ill-trained grunt or mercenary, and a cheaply replaceable weapon. Any successful attack on a large vessel causes months of downtime and potentially great loss of life.
A Piranha was later
sold to another illegal group sometime in 1994 or 1995, repainted, and renamed the Dragon MK-1.
