     Dr. Mindbender created the Cyber-Vipers because he needed two things: intelligent soldiers who could handle his highly dangerous, bio-engineering operations laboratory, and keep his genetically enhanced experiments under control.  These cybernetic troopers help control the top-level command operations and are responsible for initiating their destructive attacks.  Cyber-Vipers are first-rate fighters outfitted with bio-mechanical, atmospheric sensing arm tubes, bio-mechanical, brain-integrated computer helmets with a full spectrum sighting lens, a computer chip replacement parts pouch, shock-proof boots with vertical gripping soles, and a Viper tracking communications computer.  Cyber-Vipers are required to have an arm and leg amputated and replaced with a bio-mechanical equivalent.  Their brains are enhanced by Dr. Mindbender himself.
